That's it, deny em licenses so that they can't get insurance and register a vehicle. So they'll drive illegally and it will make it more likely that the car will not receive yearly inspections posing a safety issue for drivers around them.

And when they get into an accident with you and you do not have collision coverage your stuck cause they've got no coverage.

You also drive them completely underground making the task of keeping tabs on them that much more diffucult.

They are already comitting an illegal act and many times risking their very lives to get here.

How will not having a license deter them?

"Hey Juan, wanna go to America?"

"Sure, but will it be dangerous?"

"Absolutely, you could die in the desert or be murdered by the guides etc..."

"Hmm, sounds bad but I'm in."

"Oh yea Juan, they won't give us licenses anymore"

"What!, screw that I'm not goin"

I'd rather see the money and effort spent on something that would actually help the situation.
