They're supposed to be only partially open at that temp. You have to get down to around 15-20 degrees to see that thing really open up. A while back I posted a thread on how to make it adjustable so you can adjust your fast idle speed. It was posted 08/05/00, and was titled "Adjusting fast idle speed on CIS".
