It sounds like you are talking about a swaged fitting ... basically a soft-steel 'cup' or ring that is crimped over the fabric-covered rubber hose to hold it in place on the barbed end of the steel fuel line. I have cut many of those crimps off with a hacksaw, making a pair of diagonal cuts on opposite sides, but not usually with the line still on the car ... you might try heavy 9" side cutters.
