After doing what Warren said on cleaning the rubber, there is a liquid silicone based material that you can apply to the rubber to make it look like new.
I have used "Wesleys" tire black, and have seen various other kinds out in the market. Works on almost anything rubber and protects it very well. Also have used it on my Targa top and it lasts for a long time, even in the summer.
