FWIW I doubt the PO painted the bumpers black - chrome bumpers were an option.

Yes, swapping them for earlier ones should be a simple bolt-on proposition. The bumper guard thingies are just bolted to the bumpers on the 73-74 cars, and aren't really part of the "car".

However, be prepared to pay some non-trivial dollars for chrome bumpers in good shape. Even if you get *really* lucky, $100-125 ea is about the best you'll probably do. Super nice ones including the rubber cap piece can go for $300+.
