Actually it's simpler than that.

Scroll down to the bottom of this post and you will see the text field that I am typing in right now.

All your boss needs to do is add a submit box to the bottom of the pages and people can put their comments in. Have the text box submit to a text file or his email addy.

I know it's 40 pages but he only needs to do the code once and cut/paste into the html pages.

On a Mac I'd use bbedit and run it as a batch. Don't know if the equivelent to bbedit exists for Windows.
