In some countries it takes more than $15 to get a motor vehicle operator's permit. In addition to a fee, there are tests to verify that the prospective licensee can operate a motor vehicle safely and proficiently. This has several effects, including greater safety, less traffic congestion, more extensive and more popular public transportation systems, reduced dependence on foreign oil, less emissions, yadda yadda.
This all must be balanced against the other main consideration. Money. Money for oil companies and money for auto manufacturers. Guess who wins those battles in America.
