I can't believe a manager would block your career like that! There's gotta be a way to get around her. Maybe the A Team boss can go above her or have a talk with her directly. If she has the reputation of choking people's careers you should be able to solicit some help from HR or the other boss. I'm not sure how managers deal with the turf battles behind the scenes but you would think something could be done.
