It's a Longacre "tirerelief" air bleeder. You set the air pressure in the tire at your hot pressure objective before leaving the paddock, and it never gains any pressure with heat buildup. Nifty little NASCAR developed and proven product. It ensures consistent handling from track out to return to paddock, and doubles the tire life.
