Thanks again, Kurt. I feel like I know this washer setup better than the engineers who designed it! I have replaced or tested the entire system. It finally works. The fluid was draining out through one of the headlight washer lines, and the check valves on the jets were clogged. So, now I have a new pump, and the car is now legal.
