I lived at Travis for four years while my father was stationed there 30 years ago but we lived on base. Yup, it gets hot and the wind blows a lot. Fairfield is just outside the main gate and Vacaville is not far away (neat fact: Charles Manson has been living at the mental facility in Vacaville for a while. The houses right across the street from the facility may be cheap.). Location is nice being central to bay area and mountains. A few lakes nearby, or used to be if they have not dried up.
