I can't remember the highway number (or name) of the main route that leads from the 405 to Laguna Beach, but it seems to me that all of the vegetation around the highway burned up around the late 90s or around 2000 in a massive brushfire.
Brushfires also cause enormous erosion as it burns all the vegetation that helps to hold the hillside together.
