When you insist on building in an area with a stability factor less than the County wants, you can get what's called a "slide waiver" which effectively means you can't get insurance.
Most West-facing slopes in Malibu, and probably a lot of the California coast, are fairly recent geological upheavals and have plenty of settling and adjusting to do for the next 10,000 years or so.
