Please I need advice

I saw this on the internet. This person lives near me. Could someone please tell me if it sounds like a good deal.

I have a 1974 914 with two engines. One, that has been rebuilt from
the ground up, a 1.7, is in the car and the other is the original 1.8
that came with the car in '74. I was driving the car as my daily
driver for about 11 months....since the rebuild, and suddenly I had a
loss of power.....I took it the same day to my mechanic that works on
Porsches when I don't feel like messing with it, and he said that it
could be a dropped valve seat or a rod gone bad. There is no engine
noise, just a loss in power and a "woofing" sound coming from the
driver's side weber carbs. The car has had the frame
reinforced.....cut out the rust and reinforced with steel welded into
place..... the engine has had the cam re-worked by D Elgin cams in
California to boost the HP just a bit, but not enough to make it a
drag car. I replaced the front braking system.....calipers and
all....replaced the struts, brake lines....springs in the rear....new
twin Weber 40 IDFs new ignition system....on and on and on...I am a
med student that just doesn't have the time to go back into the
engine, or install the other engine.....I just want out. I put brand
new Mahle pistons and cylinders in the 1.7 when I rebuilt her and
conferred with Automobile Atlanta throughout the entire rebuild. Like
I said, I just want out. I am asking $1200 for the car, and both
engines, but it is negotiable
