Usually we want things in our line of sight. However, there is human factors data that show that we will react a bit faster to flashes in our peripheral vision (makes sense as that is where a predator sneaking up on an early hominid is likely to first appear). IIRC, the data are out of Wright-Patterson - USAF behavior performance lab.

OTOH, if your reaction is to glance over at the light rather than hit the brake, then rxn time will actually be longer.

I agree that would be a good location... and there is an audible warning too.
