dc is/was a reg in the NY Metro PCA so like every other scene you have a rep. The boss cracks a fair deal and everybody is happy, or eventually happy. He might not always be the lowest price but he's fair.
that said I have to assume there might be more info to this story. Either that or dc went off the deep end.
