dC/Rob's not off the deep end as far as I know, I'm sure this will have a favorable solution. Rob is "one of the good guys".
Edit: Just read your follow-up - if they've had to file for a title under a lien or some weirdness like that, NCDMV can be an absolute nightmare to deal with - I've got extensive experience with that.
