Well, up here we do see stupid crap like that. The cops will sport around in whatever vehicle, which they can confiscate, as part of their fleet. Ya know, to make the cops look as
cool 
as the drug dealers. (some such excuse; I think that they just like driving something different . ..then they sell it at auction.)
