When are we going to admit to ourselves that our economy needs sub-minimum wage labor to function?

Why don't we have a legitimate guest-worker program, collect taxes on these wages, and declare that minimum wage only applies to U.S. citizens?

My main contention with illegal immigration we don't know who is really here. I have no problem with the people who come nor the jobs they do.
