Because...in all levels of government in this country there is no relationship between spending and revenue.
A legislature can pass a bill to study the impact of a new bridge on the snail population (to borrow an example). They are not required to say where the money will come from.
Further, when tax receipts take a dive, they are not required to cut spending.
