Exactly.
We have two large employers in this town. (Excluding the university--I won't name names for the other.)
Roughly 15 years ago, when the one was enticed to build a factory here, they were given all sorts of incentives. IIRC, the city paid for extending all of the necessary utilities, and they were exempted from state and local taxes. Every couple of years they rumble about leaving, and the incentives get extended.
The other large employer has been here for over 80 years. When they chose to build (yet another) corporate campus, they paid to have the utilities extended. As a rule, they turn down "incentives" whenever offered. They also make an effort to avoid tax shelters and pay full federal, state, and local taxes.
