Putting a custom turbo on a non-turbo Subaru can be done--I had one in my old 2.5RS. But with junkyard WRXs cheap and plentiful, the aftermarket turbo kits have dried up.
Figure about $8-10k for a WRX drivetrain swap if you have a shop do it for you.
Plenty of suspension and brake upgrades available though.
