Boy Scouts - another thing

I would like to blame this one on GWB, but I am having a problem with that. Here is what I read.

What I heard was the Secret Service only allowed the boys to bring two bottles of water (security reasons) into a crowed room/tent in very hot weather. Something kept Bush from showing up and talking to the group (about the tent powerline tragety), could of been thunder clouds nearby, does not really matter.

They waited hours, kids were passing out, getting sick..........it got bad, real bad. 300 of them had to be air-evacuated out by the military, ambulances would not of been quick enough - just way too many people affected.

How does a situation like this get so bad? Why is all this allowed to happen?
