Where'd that question come from? Who's talking about a death penalty anywhere?
I figure in this particular instance, a nice fine would be in order. For multiple infractions, suspension of the kid's driver's license would be in order.
It's true our standards of safety and diligence in regards to driving, as a nation, have declined. People don't view driving as an activity that can KILL you or someone else, and just nonchalantly use driving time to do things they shouldn't really be doing (talking on the phone, eating, putting on panythose/makeup, reading books/newspapers [yes, I've seen people driving with freaking NOVELS in their hands, trying to read!!]).
