If you have a spread large enough to need a tractor, then you should look into getting a descent air compressor. They are not that expensive these days ($200 or under for a starter unit) and saves your running back and forth to a shop when this happens.
If the tire is coming off the rim like this would wonder if either its been running too low on air pressure or there is a leak. They should not be coming off on a regular basis.
