Use the strap and rachet technique to really squeeze the tire thus making it bulge out. Then remove the inner valve stem plunger (can't remember what they are called) and inflate. By removing the inner plunger you can get more air in more quickly. Sometimes you have to rock the tire a little to get the bead to grab. I have reset beads out on the trail with a little determination and a bicycle pump.
