On the national level there is no such thing as a pre ban any more, because there is no longer a ban on high cap magazines. It went away when the silly "Scary Black Rifle" ban expired September 13th, 2004. When the ban went away, the prison-lovin' prices for high-cap magazines went with it. Without looking all that hard, I found new factory G17 mags for
$25.
Some states have their own ban though, for example in California you can own >10 round maazines (that you owned before the state ban), but can't buy any more, or transfer them (except to a licensed dealer or out of the state).
