When I got laid off I worked in a rough part of town for a while. Most of the people had really rough cars or had decent cars, but worked hard for them. I think because they worked so hard for their stuff they appreciated their and others property more than the norm. During the year that I worked there my car didn't get a single door ding. I then went back to work in a white collar area and while it wasn't all executives it was mostly people getting paid decently driving nice cars. In the 2 years that I worked there I got a bunch of new door dings. It's the middle class areas where your cars are in the most danger. At least, that's been my experience.
I'm not one for vandalism, but the pebble in the cap sounds like a good nuisance answer. The problem is that it could end up dangerous. A low tire at highway speeds could lead to blowouts, accidents and death in the worst case.
