Agree that exact landfall etc etc are not very predictable... however in hurriance season hurricanes are.. even if a Cat 5 is rare....but the average severity seems to be increasing...

So prevention always being better than cure the logical heads up and pre event mobilisation of the NG (not Federal Forces) would have been a rational decision.

However the political capital cost of this is enourmous and NO elected offical can affor dthat mistake....his job is pretty much done th instant there is a no show hence people will bi#ch like mad...

However the response, such as the imposition of martia llaw in response to a very serious breakdown in civil affairs is a logical one... and the person who makes it can blame the looters or whom so ever...afterall a 'reasonable' man would not have believed fellow citizens of XZY could do this to their fellows.. and so forth...

Yup I'm very cynical.. possibly too cynical for my own good, but as the evacuation decision is finally a politically driven one, politics.. as in the exercise of political power does come into it... and neither left or right owuld have done it differently.. its the being in power that does it..
