Apparently you are unaware that a large portion of NJ works in Manhattan. They take the train into town. The train runs on electricity. With no electricity the only way you are getting home is to walk, take the ferry or hitch a ride. Nonetheless, in 2003 there was no major looting in NYC.

1. Blackout: Guess you never heard of the 1977 NY blackout? A blackout can be an invitation to crime. Yet there was no looting in 2003.
2. 911: The kinetic force of the towers falling was equated with a tactical nuclear bomb. There are probably more people in the financial district of NYC than in all of NO. Yet there was no major looting in 2001...crime actually declined over the course of the year.
