IMHO, about 98% of what is going on right now is a result of 20/20 hindsight. I don't think it is logical to blame Bush. Could he have done more? Sure. Should he have done more (without the benefit of hindsight)? I don't think so.
It's kinda like around here we get probably 30 tornado warnings per year (a "warning" supposedly meaning that a tornado is on the ground and is currently destroying mobile homes). How many tornadoes do we really have? Maybe two or three. The local population looks at the weathermen as the "boys who cry wolf" as a result and don't really believe it until they see it. I think, to an extent, the same thing happened in NO. Sure, they knew it was coming, but I think alot of people were going to "believe it when they saw it". Look at the folks that partied in the French Quarter during the storm. I don't think they fully believed it was going to happen.
Of course, I assume you're talking about Katrina. Iraq is Bush's fault for sure. :>)
