i'll admit it . . I jumped the gun.
I had blamed Bush for not recognizing sooner, that the Mayor was a completely over his head to handle anything, including his mouth.
It turns out that I was wrong; Bush had recognized that, and had made a personal plea to the Govenor to evacuate all of N.O.
