It wouldn't surprise me ...

... if the Bush administration's careful mishandling of relief efforts in the wake of Hurricane Katrina was actually designed to tempt jihadists into planning an unprecedented attack on American soil, knowing that the U.S. government would "inadvertently" increase the number of casualties.

"What I intend to do is to lead an investigation to find out what went right and what went wrong," Mr Bush said. "We want to make sure that we can respond properly if there's a WMD attack or another major storm."

It'll take years to determine what went "wrong" (if that truly is the objective) and to implement any prescribed fixes -- plenty of time for al Qaeda to engineer something as devastating as Hurricane Katrina.

And you would think that an unprecedented Stateside attack would be enough justification to turn much of the Middle East into glass ....

It's just a theory.
