The Louisiana National Guard, under authority of the Louisiana GOVERNOR, and the STATE Department of Homeland Security prohibited access by the Red Cross.
Read the Red Cross website (
http://www.redcross.org/faq/0,1096,0_682_4524,00.html). There is nothing in there about "Calls" to anyone...
