Its looking more and more like this is what happened. The Gov being in the opposite party and not liking Bush it seems like any offer of assistance that the Prez offered was turned down, then they realized that they needed it after having pissed the Prez off...
Far too much backroom politics and games being played, while people were dying in the process. Course the Gov and Mayor still were high, dry and safe...
