Interesting guess. Current external limitations keep us at 1 submarine per ocean in a Domino's Pizza status (you know, "delivered fresh in 30 minutes or it's free"). That's 24 possible missiles, each ocean, each missile carrying a published maximum of 8 warheads, for a total of only 348 individual delivery sites.

I guess it'll do.
