I'll try to find the info, but someone I came in contact with in the past has already developed it. and patented it.
It's what will eventually be the basis for the Pay tax by mile not per gallon. This of course benefits the SUV's compared to todays taxing per gallon.
as far as black box etc ... that you stated, that has also been developed and for a few hundred bucks, you too can make one. It also will allow you to track your vehicle online ( spouse or friend borrows car ) ALL THIS FOR FREE !!! So, I wouldn't go countin your chickens before they are hatched..
people rarely pay for something they do themselves.. Auto manufacturers included.
There will also be decades before a " Standard " is accepted where there is a marketable solution...
