Dave, to satisfy the accountant in you, raw numbers are only one part of the equation. What you do with those numbers, that's the meat and potatoes (thanks Dan!) of the math. the fact that everyone is overlooking, or hoping to obscure, is that
results speak for themselves.
So when we don't have the guy that killed 3000 American in custody, or his head on a pike on the White House, after 4 years of saying that we are searching for him, THAT RESULT tells all of us his capture and "bring'em to justice" is not a priority for this admin.
you can spin it anyway you like, but the defacto conclusion of the above must be we don't want to get him. If you don't come to that conclusion, you must then say the Military is incompentent, or the admin is incompetent.
Competency around a priority yields results.
