In my vision, teachers get paid six figure salaries, are held to the same standards as other professionals making that pay, schools don't lack for money, and students and parents are held to extremely high standards. There is a school in MA called Boston Latin that achieves these goals so I know it can be done. I just think EVERY school should be so good. And I don't think publically funded schools can do it.
