To an extent, yes. But our countries are
much different, if alone in size and population.
For example, speaking of home turf, I know parents who have so much influence in their childrens' public elementary schools, that the those public elementaries may as well be private schools. They donate tens of thousands of dollars, paint the walls, plant trees, guard the school in some cases...etc....
But the turf widens and lengthens as the child goes onto middle school, then high school. That is a lot of ground to cover for a working parent.
I don't know if you guys have these NZ, but we have private gated communities in L.A. That's a start. But the exclusivity of these communities makes them prohibitive to many people - sort of an underhanded bias to those not so well endowed financially. But those same gated communities are very safe and secure in a home turf sort of way. Plus, they more or less march to their own drummer.
But you need the money to get into these places. And, though no American is likely to admit as much to you, money buys freedom here.
So as Todd asks, what are lighted torches? Lighted torches could be money...
