That CEO is either stupid or a lier - ExxMo, Chevron, Motiva and Valero refineries are not at 100% cap, heck at best they run at 80%, most of the time they are at 75%. This is by far the biggest scam of the last 10,000 years!
Canada's tar sands has more crude than any place on Earth hands down - they don't even have to drill it, just strip mine it. It is now price effective - before it was prohibitive.
