Law enforcement frequently uses hollow point 9mm rounds like the Black Talon rounds that were popular in the 90's. They had the high muzzle velocity and deep penetration of a 9mm, but the slug would expand to maximize tissue damage and reduce the chance of secondary target strikes.
A solid 9mm bullet is a little like a .22 LR round, high velocity and maybe dangerous if you don't know what's behind your target.
