Its a dialect of a language called Consultantspeak. Im just learning it myself, so please be patient with me. Quality at 99% could be a measured result or a goal of a 'process change'. 6 Sigma is a corporate 'methodolgy' that could be used to measure and define or redefine that 'process change'. Teams of consultants, subject matter experts, and 'process owners' all get together and figure out how to define a new process or change an existing process. It can be a forward looking attempt to streamline or improve a business process or a break fix for a previous process or system change that was carried forward into a new system.
