Cops carry several types of weapons.

Pepper Spray
Baton
Stunt Gun
Taser
Pistol
Shotgun
Rifle

I reckon that they choose the weapon based on the precieved threat. Wonder what they would pick the Pepper Spray for and at what point they would escalate to a gun.
