We had a neighbor like that a few years ago at our old house. She must have been 75 and had cancer and was always complaining about the noise from the saws running (we were remodeling the house). She even called the cops once and they didn't really mind, but found out we did not have a permit to build the garage we were building. Since we were half into the project, we had to tear all of our work down, and that was that. My dad just obeyed her since he does not beleive in arguing and always wants the most peaceful outcome. Therefore we never argued once. We ended up just working quitley and selling the house about 6 years ago. B!tch.
