Here's the deal. It takes some time to come up with a new vaccine. It isn't as simple as cooking up a new flu shot such as is available each year. This is a new strain and there is no current vaccine. Even with the stepped up efforts it likely will take a year or more to come up with and test a viable vaccine. Then you have to produce it...we are talking millions and millions of doses that need to be produced. Given all this, I don't think it's unreasonable to start thinking about this now because if you wait until there are widespread human cases...it's too late.
