Ranish Partition Manager. Never used it, saw reference to it a few years ago for Linux use. It does have a windows version.
Also, one of hte older Mandrake releases had a free limited copy of Partition Magic on it. You could also be brave, and try using qparted from a bootable linux cd like knoppix.
