I'd pull the chip for the test if you can. Chips will commonly pass smog, but they never help you pass.
Besides that I'd be thinking the O2 sensor might be on its way out.
Any other problems with the car? If the car is commonly running hot, it might be worth flushing the coolant system. Lower coolant temps might help a bit.
