Yeah, that would be nice. But the term has been grossly abused. It's like perjury, you must prove that the person uttering the statement knew it was a falsehood at the time of utterance. Most "lies" are incomplete misleading statements.

Even Rumsfeld when he said he knew exactly where the WMD were gets off the hook because he believed they were there. He didn't have any concrete evidence to show but he just believed they had to be there. He was wrong. He didn't lie, but he said a statment without a basis of evidence.
