Pain is nature's way of telling you "Hey buddy, you f*cked up." I propose we take advantage of that fact.
Do you really think someone who gets a whipping for DUI (or whatever) isn't going to think twice about doing it again? Would execution as a painful, public spectacle fail to deter would-be killers?
There's your deterrent. And rehabilitation. All rolled into one.
